Silence is not a lack of consideration. It is a declaration of alignment. By placing items on consent, Council confirms it has read, understood, and is prepared to deal with the materials without a full debate, although clarifying questions are still welcome. Routine does not mean unimportant; it means the item is ready to be handled efficiently unless a member pulls it for separate consideration.
Ownership is the key to transparency. Any member can "pull" an item off the Consent Agenda for any reason.
No second is required. No vote is required. If a member says "Pull Item 4.2," it immediately moves to the Main Agenda for debate.
